البند 7318 15: مسامير وبراغي ملولبة من الحديد أو الصلب
إذا صرّح المستورد الأوروبي بهذا البند على القيم الافتراضية، فالرقم لكل طن من مصر هو 4.801 طن مكافئ لثاني أكسيد الكربون، وتُضاف إليه زيادة. واستورد الاتحاد من مصر في 2025 نحو 251 طن من هذا البند، بقيمة 341,615 يورو.

الانبعاثات المباشرة: 4.801 طن مكافئ لكل طن. ولا تُحتسب الانبعاثات غير المباشرة في هذا البند (الجدول يذكر N/A)، فالإجمالي هو الرقم المباشر.
مؤشر مسار الإنتاج (C): صلب كربوني بمسار الفرن العالي والمحوّل الأكسجيني (BF/BOF). وهو لا يغيّر القيمة الافتراضية، بل يحدد المرجع القياسي الذي يستخدمه المستورد في الخصم حين يصرّح بالقيم الافتراضية.

ما يعنيه ذلك بكلمات بسيطة
على القيم الافتراضية، يُحسب كل طن يُشحن في 2026 على أنه 5.2811 طن مكافئ: القيمة الافتراضية 4.801 مضروبة في 1 زائد الزيادة البالغة 10%. وبحجم 2025 البالغ 251 طن، يصبح ذلك نحو 1,326 طن مكافئ من الانبعاثات المتضمَّنة على القيم الافتراضية (من حسابي).
وفي 2028 يحمل الطن نفسه 6.2413 طن مكافئ، أي نحو 1,567 طن مكافئ للحجم نفسه.
ولا يشتري المستورد شهادة عن كل طن من هذه الأطنان: فهو يخصم مقدارًا مرتبطًا بالمرجع القياسي يتناقص كل عام حتى 2034. وهذه الخطوة في الحاسبة في صفحة آلية CBAM وحديد التسليح المصري؛ وهذا البند ليس من بنودها، فاستخدم القيمة الافتراضية أعلاه بالطريقة نفسها.
والبيانات الفعلية المتحقق منها من المصنع تحل محل القيمة الافتراضية، ولا تُضاف إليها زيادة.
